Hi Zip,
The RadChartView currently doesn't support out of the box drag-to-select functionality.
However, I am happy to inform you that you can see a simple implementation of similar behavior in our SDK example - Drag to select.
Please take a look at it and let us know if it meets your requirements. If not - please give us more information about your scenario and we will do our best to assist you on your way.
