Looks like a bug to me.
If you set the background colour to Transparent, set a background image, then it will only show if you set
But, you then cannot see the Maximize and Minimize images.
If you set the Background colour to another colour, then the image isn't visible and the Maximize and Minimize images don't show.

Hi guys,
Currently, RadTitleBar does not support showing a background image. However, thanks to the TPF, you can easily achieve this behavior by inserting an ImagePrimitive. Please find attached a sample project which demonstrates the approach.
