I have created a custom skin for the panel bar.  I have altered the  RootItemBg.gif.
I have added it to App_Themes and have added the theme to the Page.  I have Enabled EmbeddedSkins set to false and the skin set to my skin name.

The skin works except fo on thing.  It does not show the RootItemBg.gif.  Is there a step I am missing?

Ok I think I have solved that issue, but have a new isssue now.  If the panel bar has an item that wraps to the second line the text changes properly on hover and select but the hovered and selected images do not wrap.  Is there a setting to make the images wrap?

Hello Eric,

The sub items in RadPanelBar have fixed height images which basically means that you can't have multi-line sub-items by default. If you don't need the fancy sub item hovers, you can remove the images with CSS and set simple background color and borders on hover. Another option is to use templates to add several other HTML elements in the sub items and be able to do vertically resizable rounded corner backgrounds - but this is a much more complicated task.
