Is it possible to open a PopOver programmatically from a regular link without the data-role='button' attribute?  I have an icon wrapped in a link and don't want all the bulky chrome of the standard button.

yes, it is possible. Please check the API reference of the popover

The closest thing I found in the documentation is calling the open method but it still requires a Kendo button as a target.  I tried to eliminate the button chrome with CSS which worked fine but then for some reason the pointer was in the wrong place.  I actually gave up trying to use the PopOver since it seems so to difficult to style.
