I have a global map with dynamic location data showing local times (see attached image). Is there an easy way to get the dynamic data points to avoid overlapping one another an any given zoom level?

Hi Art,

Unfortunately this scenario isn't supported in the current version of the RadMap control. Also this functionality is not in our plans for Q1 2014 and it does not seem to be a trivial one. However I will make sure it is considered when discussing our future plans, but I am afraid no certain time frame can be given at the moment.
