Currently we do not support notifications for feedback items. I have added your request "Add new personal setting for receiving notifications - when a feedback is added" in our TeamPulse project. I believe that it will be part of a future release along with "Subscribe for notifications for a single feedback item".
Are there any other rule based notifications you wish TeamPulse offered?

For all the items except feedback items - stories, bugs, issues and risks - rule based notifications will be sent only when the items are put in the current iteration(s). So, with the current behavior you will be notified for every change in the iteration and when an item is created and its iteration is set to a current one.
Having this in mind, do you wish to have another setting for notifying for every added item (not just every feedback item)? Do you care for added tasks separately (now task's notifications are part of the story's)?
Also, do you really think it will be useful for you to be notified for (almost) every change that had happened in TeamPulse?

But I want to be notified of every new item added via to the idea portal, and notified when those items are commented on...
It's not something I check daily so it'd be nice to just get emails when data there changes...espeically for the users who are probably expecting feedback from me, I might not get back to them for a week because I don't know anything is there.
Scoping the request down to feedback items (ideas, feature requests, etc.) makes total sense. I have added another vote for "Send notification when an item is changed from the Feedback Portal".

When implementing notifications on feedback items we will definitely take into consideration portal users. Most probably there will be a setting (for example on the user profile page) for users to choose whether to receive notifications for "Your items" and "Items you follow".
Notifications will be sent to portal users when any visible on the portal information is changed and that includes comments.
I will add another vote on the feedback item for you.

I can happily say that email notifications on portal items that you follow or comment on were released in TeamPulse 2012 R2. For more information on this and other features included in the latest release please visit http://www.telerik.com/agile-project-management-tools/whats-new.aspx
As for being notified about ALL changes within a project, well, we are working towards a very strong notification system that should allow you to approach that goal, although I cannot give a detailed list of features or a release date at this time.

Yeah I'm glad we're now getting single notifications, but my "instance" is small, just managed by me, and doesn't get a lot of "action". So I have to keep visiting it periodically in order to see if there's new stuff, where I'd love TP to just email me all new posts w\out needing to subscribe.
So I'm glad we're moving in that direction :)

With 2012 R4 release, you can configure the notifications system to send you an email when new items are created (not just feedback items, but bugs, stories, etc). If you navigate to /Admin/Profile/Notifications, you'll see a list of projects and if you expand that area, you should an area where you can control if you receive emails or not.
I've included a screenshot to help you locate it.

as an admin...am I able to edit these for a user?...I dont think so right?
I have a user who is technically a "Guest", but I dont want her knowing she has access to teampulse, i just want her to get notifications on the portal.
You're correct that people have to manage their own notifications.
There were a lot of discussions internally about whether we'd allow people to sign other people up for notifications and in the end, we decided that we wanted control to reside with the individual.
There's also been some discussion of moving the Portal based notifications to the Portal profile page. So below the option to receive notifications for changes to items you follow, you'd also be able to control if you receive notifications when new items get created.
This would require a bit more work on our end since we'd have to filter this to only items that are visible in the portal.
If this second feature is valuable to you, please consider adding it to our portal and voting it up.
