Aren´t "Normal state" supported by this version of Toolbar?
I need the button to be visible (not only the icon) in the normal state.

Could you please be more specific? I am not sure what exactly the problem is that you experience.

I want to set a style on the normal state of the buttons. All current skins seem to have no support for that, they only support Hover and Active.

You can use the CssClass property. Please, find attached a demo project and let us know if this is an acceptable solution.
