Month-to-Month Subscription

Hi I have a question about monthly subscription...Does monthly subscription required us to be subscribed all the time? If eg. we have 1-2 apps and want to release them 2x a year can we only buy subscription to release the app to the app store for this months instead paying whole year for the features we don't need?

Is monthly subscription include a any 12month contract?
