is it possible to set a link on the tiles that you pin to the start screen? right now the tiles I pin when you click them return to the app. was wondering if you could make it launch other apps or webpages?

Unfortunately, the LiveTileHelper does not support such functionality. The navigation Uri if the tile should be relative.
