Hi, I am researching for a web development platform. I’ve looked though your site and forum but couldn’t find information about user licensing.

Who is the platform user from the licensing perspective? A developer or ANY application user?

For example I plan to develop a web application for 3-4 users. These users are non-developers and will be using application to input data and review some reports.

What are my licensing options for this case?

You'll need to purchase a seat for each developer that will be working directly with the tool to create your mobile application.  Your end-users do not need to purchase a license.
