Visual Studio allows menu customization. You could achieve the desired order by opening Tools -> Customize -> Commands. Then you need to select the "Context menu:" radio button and find "Project and Solution Context Menus | Project", "Project and Solution Context Menu | Solution" and "Project and Solution Context Menu | Solution Folder".
