Is there possible for the IsVerticalResizerVisible=true property to behave similar to showpreview=true property of GridSplitter where in the control is not actually resized, only the preview is showed and then when the user stops the resizing the controls are resized. Without this property this impacts the UI performance.

Currently we do not support this scenario, so I have added this issue in our PITS under the name "OutlookBar: Add a possibility for the vertical resizer to act as the GridSplitter" and it will be ready for tracking and voting tomorrow the latest. I have updated your Telerik points.
