I keep getting a popup stating that my project does not target Apache Cordova 3.0, but in fact I did change my project to target Cordova 3.0.0 in Icenium Graphite.  Are there additional steps I need to take beyond setting Cordova version to 3.0.0 in my project's properties?

Hello Randy,

Although we cannot reproduce this locally, please try uninstall/reinstall of Icenium Ion and let us know if the issue persists.

I figured it out and have it working now.  After I created the new project, I uploaded code from an archive exported from another project.  That project, although supposedly converted to Cordova 3.0.0, still had older Cordova javascript files in it.

I simply started over but made sure I did not upload the Cordova files, and now it is working correctly.  Sorry for the confusion, but since there was no version information in the javascript files, I just assumed they were the new ones.  I can now see that the version 3.0.0 files actually have version information in them, which makes it much easier to tell what is going on.
