Issue:
Intellisense for CSS doesn't work in two ways:
- The file directory listing autocomplete fires an exception (see procedure below)
- There is no autocomplete for CSS classes except for the classes already used in the HTML file
Procedure:
- Start a Typescript project (VS 2015 Community Edition)
- Install a bower package
- Try to add the link to the package CSS in the HTML by typing <link href="
- Invoke Intellisense
- Get the error message as shown in the screenshot attached whereas you should normally get a directory/file list

Some notes:
- I've had this issue on two computers, one of them with a completely clean installation of both Windows/Visual Studio
- The exception only shows once after starting Visual Studio
- Adding a script tag does bring up the directory listing successfully
- The issue also occurs for Javascript projects
