Hello David,
The requested functionality is not offered built-in by RadHtmlChart but looks similar to the notes feature of the Kendo UI Chart.
There is an already logged feature request for this in our Public portal with a proposed solution: https://feedback.telerik.com/Project/108/Feedback/Details/127133-add-notes-in-radhtmlchart. You can try it and vote for its implementation.
