This message is expected if your project refers Telerik assemblies from GAC. I would suggest to use the Upgrade wizard under your Telerik menu in order to switch (upgrade) your references to assemblies from installation/download folder. You could upgrade to the same version assemblies and the Upgrade wizard will automatically set your references. Detailed information regarding the Upgrade wizard is available here: LINK
Once your project is updated try to add RadForm item.
