Thank you for your feedback. You are right for the behavior of the RadHtmlplaceholder control. We are aware of that behavior and it is already logged as bug in our system. For your convenience I exposed a public item in our feedback portal
so that you can follow its progress.
Regarding your second statement, you are right for that behavior, too. Please note that there is no way to render HTML in Silverlight. This is why, we visualize the RadHtmlplaceholder on top of the Silverlight plug-in. Hence, everything inside the Silverlight will be rendered below our control, including the popups. Since that fact, the ported behavior is expected.
