If I open a file from another solution when I'm working, then, naturally enough, most of the Just* options are disabled in the menu. However, I wonder why it is necessary for "Highlight usages in this file" to be disabled?

Or is it a Code Analysis thing?

 Thanks for the feedback. You've got it right - it's a code analysis thing for which we need proper context. Even the find usages won't work well without that. So unfortunately that won't happen for now.
