Hello Umi,
The issue you are describing is already fixed in 2013.3.1114 version of Telerik RadControls for ASP.NET Ajax.
Are you sure you are using exactly this version? If yes, can you please send us a simple page or live url in order to reproduce the problem you are facing?

TabStrip click not working in below version in IE11. is there any way to get clickable tabstrip in IE11. Please urgently look into this.

Hi Zar,
Can you make sure that there are not any JavaScript errors thrown on the page when the TabStrip is not clickable?
Also, meke sure that IE is not running in compatibility mode:
