Hello Marcelo,
The Cordova Geolocation API does not expose a direct way to check whether GPS is on or off, but you can check the error type and draw conclusions from there, see this thread for more info. There is also a Cordova plugin that checks this for Android: GPSDetector.

I tried to use the plugin GPSDetector more a problem occurs.
Class not found.
I do not think funcina in version 2.7 of the cordova. You know know if it works in this version?
For it is this version that I am using in Icenium Mist.

Yeah, it seems that the plugin is not functional even with Cordova 2.2. Eitherway, since you're interested in checking the GPS in both Android and iOS, using my first suggestion is a better option.
