Fiddler captures webform submissions while closed?

With Fiddler closed, i.e. not running I made a post to a web forum.  When I next ran Fiddler and clicked on "TextWizard" the full text of my forum post showed up!  This has now happened twice so I know I'm not mistaken.  Is this normal behaviour for Fiddler and can it be overridden?

Fiddler doesn't have any magical way to see traffic when it is not running. 

By default, Fiddler populates the TextWizard with the contents of the system clipboard if the clipboard contains under 32kb of text content.
