Currently when the Expander is expanded, it pushes controls that are below it further down. Is there any way to make it expand over them?

Indeed the RadExpander control just expands itself, it does not pop-up over other controls. The scenario you are looking for relates to the DropDownButton. The good news is that we already implemented it and it will be available with our next release.
