Hello Piotr,
Currently the Pull-to-Refresh feature works only when there is at least one item in the source.
Let me know should you have further questions or need assistance.

Are there any plans to enable Pull To Refresh when the listbox is empty? I'd really rather not have the clutter of an actual refresh button, which was the point of using PTR in the first place.

Hi Scott,
Currently this feature is not available out-of-the-box in RadDataBoundListBox.
Since we have had a couple of requests regarding this particular scenario, we will escalate the importance of it in our TODO list for future releases.
Currently I cannot give an exact estimation of when this feature will be available.
Let us know if you have additional questions.

Hi Vitalii,
It is still not implemented/scheduled. If you are also in this specific case - as aworkaround please try adding an empty item to the list.

Hi,
I was just looking for a changelog of the latest version, looking like it was released yesterday and PullToRefresh for empty list is already implemented. Great!
