Can we use UI for Xamarin Forms just like if we had a subscription to Xamarin platform, where we can create our own custom controls that will work across all 3 majors platforms (iOS, Andriod, Windows)? Otherwise, it doesn't make sense to make an app that only has a chart in it and nothing else (chart being the only built-in control for all 3 platforms).

Thank you for contacting us. You should think of UI for Xamarin as a product that complements the Xamarin platform rather than one that tries to substitute it. 
UI for Xamarin provides UI controls that are missing from the Xamarin platform. Some of these controls are in the form of Xamarin.Forms (Chart) whereas, others are exposed as Xamarin Wrappers (Xamarin.iOS and Xamarin.Android). 
We're in the process of creating more controls for Xamarin.Forms so stay tuned for updates.
