Hi David,
Migrating a WinJS 2.0 Windows Store app to a WinJS 2.1 Windows Phone 8.1 app should feel seamless and familiar. The primary differences between the versions are in the supported controls. There are mitigations available for each unsupported control. The WinJS API changes for Windows Phone 8.1 overview offers a complete list of API deprecations, functional changes, and optimizations.
Also you could examine the links at the end of this blog post. Another reading: How to port a Windows Runtime app using JavaScript to Windows Phone.

Hi David,
Currently we don't have a Windows Phone 8.1 WinJS offering. Sorry for the inconvenience caused.

My client is a big software co in Redmond. I'm having a hard time porting Kendo to win js 2.1 phone...I keep getting circular errors and JQuery $ not found... is there a workaround for this issue... when I asked I was told my trial account expired a year ago.
Thanks,
David

Does Universal for Phone work with Kendo Charts in HTML / Javascript?

Hi David,
UI for Windows Universal does not work with Kendo UI and its HTML charts since it uses C# and XAML.
The question you have about the circular reference relates to javascript development and Kendo. If you want to get technical support for it you'd have to buy a developer's license since your trial does not qualify you for technical support.
