I would suggest uninstalling the previous version of the Telerik Control Panel if installed and then install the latest version.
As a workaround you can perform the following steps in order to download the offline installers in case the issue with the Control Panel still persists:
- Log in into your Telerik account
- Select RadControls for ASP.NET AJAX menu item from the Products & Subscriptions menu
- Click Download Installer and other resources button on the right of the page
- Click Browse all product files link in the RadControls for ASP.NET AJAX product section
- Download Automatic Installation (.msi) file.
