If I have understood your case correctly, you want to control the size of RadPanelBarGroupCaption. In this case, you need to set the Padding property of the caption. Please select RadPanelBar in the Controls Structure window of Visual Style Builder and then choose RadPanelBarElement, GroupCaptionFill. Click the arrow that appears before GroupCaptionFill in the Elements window and apply appropriate values to the Padding property.
Please have in mind that our team highly recommends you to use our new RadPageView control which replaces and extends the functionality of RadPanelBar. This is a brand new control which provides greater flexibility and better performance. For more information please refer to this article. Please note that RadPageView is in its Beta version at the moment. It will be a part of our official Q2 2010 release which is coming soon.
