Hi DavidL,
You cannot change the Upload's look and feel only with the Properties Window - currently you can only change the Background, BorderBrush and BorderThickness. In addition, you can set the Content of the Browse, Upload and Cancel buttons. To do this you should inherit the RadUpload and customize these buttons in the OnApplyTemplate method. You can find such customization in the attached example. Please note the Content of the Pause/Resume buttons cannot be changed.
About the control's title - it's coded in the template as "Select Files To Upload".
Last, but not least, you could create new Styles for RadUpload and RadUploadItem in order to change their look. Please take a look at the following article for more information about styling the Telerik controls (Upload control too): Tweaking the Theme colors for Telerik Silverlight Controls.

This is a big problem. If the component is not fully localizable I cannot use it. Will this be fixed in the upcoming Q1 release?
