Change Header/Tab Tittles Font Size

Is there a way to change the size of the Headers for the Document Window or Tab Tittles. I have put in this link an image and the parts I wanted to change the size are annotated with square boxes.

The best way to achieve the desired behavior is by modifying the theme. Attached you can find a video demonstrating how to achieve that with Visual Style Builder.
