are you able to capture traffic from your phone without having to be on the same wifi?

i have an ethernet cable with extremely fast internet but my wifi is very slow compared to it.

For your phone to send traffic to Fiddler on your PC, it must have a connection to the PC. Typically, that connection (by definition) is a wifi connection. 

When the request reaches Fiddler running on the PC, it will then be forwarded out to the Internet on whatever connection the PC chooses, which typically would be the Ethernet connection.
