TeamPulse requires SQL Server Express instance named sqlexpress on the local machine.

Ok, so this is a local App which connects to a TFS server for its data then?
Why SQL Express?

Hi Steve,
TeamPulse Beta requires SQL Server 2008 Express and will not use a full SQL Server instance. Please install the express version of SQL Server 2008 and you should be good to go. We are working on changing this requirement for the next release.

Yes, you need to install SQL Server 2008 Express on the same machine that you are installing TeamPulse on.

But is it a Client App that Im installing locally on my PC, or do I install it on my TFS server?

Hello Steve,
The installer will install a website that will host the Silverlight application and services, and a Windows service that will connect to a TFS server. You do not need to install on the same box as the TFS server as you will make reference to to the server in a configuration file.
Once installed, on a client you'll need to have the Silverlight 4 RC runtime and then you'll browser to http://<server name>:9898 address to run the application.
