If I create a RadGridView control with the CanUserResizeRows property set to True, I can resize rows by clicking between two rows in the row header area and dragging. However, you can't resize the very last row in the grid. When you move the cursor over the bottom of the header of the last row, it changes to indicate that you can resize the row but nothing actually happens when you do that.

Indeed you are right - the last row cannot be fully resized. I have logged this problem for future improvements.
