Hello Harsh,
You can use Windows phone 8 controls to build Windows Phone Silverlight 8.1 apps. You will not be able to build universal controls. More information can be found in our blogpost here - http://developer.telerik.com/products/need-know-windows-universal-apps/

Is there anyway to combine Telerik WP 7-8 controls with the new Windows.UI.Xaml.Controls.Maps.MapControl?
I assume the solution is to "upgrade" my existing WP licens to universal package... but that costs extra $$ or ?

Please excuse us for the late reply! UI for Windows Phone 8 are built to be used for WP 8/WP8.1 Silverlight apps. UI for Windows Universal are targeting WinRT Universal apps (WP 8.1 and Windows 8.1). More information regarding the differences between these two frameworks can be found here - http://developer.telerik.com/products/need-know-windows-universal-apps/
RadMapControl is part of our UI for Windows Universal suite, currently only available only for tablet (Windows 8.1). However, we have ideas to provide support for Windows Phone 8.1 as well in future releases.
