can we do a chart like that?

the p1.png is made by telerik chart, there are total 3 series in the chart. but the Item labels are disordered. the p2.png is made by excel chart. all item labels are shown in the down of chart.

Can we do that in telerik chart like that excel chart format?

You can show the additional information below the chart by using a standard gridview. Other than this, you can also retemplate the pointmarks, as shown in the following article:
