Can't force inside drop position in treeview himself

Hello,
i want to have the hability to only autorize the inside drop position and so only have the tooltip on inside drop position.
Is it possible natively ?

I tried to use :

But my event handler never occured, i tried also with AddDragQueryHandler with no success.
I use last version and c#.
