Please look at the example: http://demos.telerik.com/silverlight/#Map/Shapefile/World and try to use zoom box (with shift key). The zoom rectangle is under shapes. Is it possible to draw it above all map layers?

We have created a PITS issue to fix the problem. You can track it using the following link:

As a workaround you can use a custom implementation of this feature. I have attached a sample solution.
