When you install an App from Google Play you always see a screen with the permissions needed by that App (Networking, GPS, etc...). How does this apply to Icenium?
I have not yet installed an Icenium App to my Android phone, but I am close to finalize my App which I don't want to bring to market with permissions that I don't need.

New to mobile - I assume it's something like http://docs.phonegap.com/en/1.8.1/cordova_device_device.md.html
Is it "just" a question of exposing an XML manifest? Based on the above link, I'm sure it's somewhat complicated to support multiple device types, but if you're just focusing on Android and iOS would it be possible to map one manifest to each device type on build?

We have already exposed most of the android permissions in the Project Properties -> Android tab. You can go there and remove the ones you do not need. (We have some ideas how to automate that process as well, but nothing firm to share at this point).
Do you find some permission missing there?
