I currently develop using the designer and use the telerik_ReportViewer to render these on a website for end users. I currently have a set of around 50 reports. Is there a way to create something that will enable my users to "favorite" reports and have that be saved somewhere to create a "my favorites" list with links to their favorite reports?

Such feature is not supported by Telerik Reporting HTML5 Report Viewer. Feel free to add a feature request into our feedback portal and describe the exact functionality you would like to add.
You might check out our Report Server which is a separate product and supports this feature. It is a web application that provides a variety of tools for reports management including the ability to mark reports stored on the Report Server as favorites - Favorite Report.
