I would like to restrict scrolling of the map outside a specific rectangular boundary (ie can only scroll around a rectangle the covers Africa.) If they tried to pan/scroll outside the bounds the map would not scroll (ie would not see any part of the map outside the specified rectangular region. is this possible with the Map control?

Hello Douglas,

The RadMap control has the GeoBounds property. You can specify it for restricting the panning region. For more information about this feature you can take a look at the following documantation topic:
http://www.telerik.com/help/silverlight/radmap-howto-limit-panning-zooming-region.html
