Hi Dan,
I suspect you meant to say that you're looking for a Cordova 3.0 compatible plugin that can unzip files, correct? The ExtractZipFile plugin seems to be available for both iOS and Android, but has been last updated two years ago, which means that it is created for Cordova 1.x. While there is a chance the iOS part to be working without modification of the native code, the Android part would have to be updated accordingly, check the following links:
