  how to validate if the time in a radtimepicker is less than 24 hours, and if 
  largest set a default value

  Hello ewerton,
  
  There is no build-in validation logic in RadTimePicker. You can use an IDataErrorInfo interface implementation in order to perform a validation logic. Check the posted link.
