  I would like to be able to control the sample size on a per series bases. For example, I have a Scatter series in which I would like to do sampling and I also have a Line series on the same chart in which I do not want to do sampling. Is this possible? It seems sampling is only at the chart level and not series level.

  This is supported in our new control -- RadChartView. You can define source and configure sampling per series. Please, find more details in this help topic -- ChartDataSource.

  Thanks Ves. Unfortunately I cannot currently use your new RadChartView. You don't support Legends and you don't support multiple Y Axis. These are show-stoppers for us.

  You can easily substitute the legend by a StackPanel as shown in this example. And the support for multiple Y axes is planned for Q1 2012, expected in mid February.
