Unfortunately at the moment the only way to achieve your scenario is by setting the
ActiveItemsMaxCount property but as you correctly noted - it doesn't allow you to move the items to the active area later. So you'll need to change its value at some time but this will move a number of items that equals the value of the property into the active area.
We are aware that this is a limitation of the control and we have logged it in our
PITS where you can vote for it thus increasing its priority. We will do our best to implement a feature that will enable scenarios like yours as soon as possible.
