  Our skin coversion tool is already available for download. Please, check this blogpost that contains a download link for the Skin Converter and the old skins of RadControls converted to the new rendering and classnames:

  At present we are discussing the topic for the skin exchange program, but I cannot tell you what will be the future of this right now. However, I believe that when we get to a decision once, we will announce this in our blogs or forums.
