The Community Edition of DotNetNuke is offered as a free download. Community Edition users will benefit from the standard RadControls extensions included in the core DNN platform. Subscription for the DNN Professional Edition gives full development rights to Telerik RadControls for an unlimited number of developers within that instance of DNN.
