To work with backlog items, you will first need a project that has a backlog item work item type in it. If the project you are using does not have a
Product Backlog Item work item type, then you will likely need a new project.
Out of the box, TFS does not ship with a scrum based process template that contains a "backlog item" (process templates are used to create projects in TFS). However, it's fairly easy to download new process templates and add them to your TFS server. Microsoft has released a scrum template for TFS called
Visual Studio Scrum v1.0 which you can download
here. For more information about how to upload a process template to your TFS server, you can go
here.
Once your project has a Product Backlog Item work item type, creating them should be just as easy as creating tasks (see the attached screenshot New-product-backlog-item.png).
